• Over the age of 19
• A UK/EEU resident in the last 3 years
One of the following:
• Unemployed/earning below £17,000 a year
• Qualified below a Level 2 (5 GCSEs equivalence)
• Mental health challenges (includes substance misuse)
• Learning difficulty or disability
